OSHA 1910.29 Mezzanine Requirements

OSHA splits general-industry fall protection into two standards: 1910.28 says when protection is required, and OSHA 1910.29 (29 CFR 1910.29) says how guardrails, gates, and other systems must be built. For mezzanines, 1910.28 requires protection on every open side and edge 4 feet or more above a lower level, typically with a guardrail system: a top rail 42 inches (±3 inches) high that withstands 200 pounds, plus midrails or screens.

Pallet drop areas are treated as hoist areas. Workers there must be protected by a guardrail system, a personal fall arrest system, or a travel restraint system (1910.28(b)(2)), and when loads aren't being transferred the opening must be closed with a removable guardrail section, or with chains or gates that provide equivalent safety (1910.29(b)(10)). Where falling objects are a hazard, toeboards or screens are also required (1910.28(c)), and ladderway openings need a self-closing gate or an offset (1910.28(b)(3)(iv)).

Why Dual-Gate Systems

A single gate or chain only protects workers while it's closed. The moment it opens for a pallet, anyone near the edge must rely on a harness or travel restraint. Dual-gate (sequential gate) systems remove that exposure by ensuring one gate is always closed before the other opens, so a barrier stays in place during loading and unloading.

Inspection and Documentation

Regular inspections of all mezzanine safety equipment should be documented to demonstrate ongoing OSHA 1910.29 compliance. This includes checking gate operation, guardrail integrity, and floor loading capacity.
